NOTICE OF BID – Village of Warwick Well #3 Water Treatment Plant

ADVERTISEMENT FOR BIDS

Receipt of Bids:  Separate sealed bids on forms prepared by the Engineer will be received by the Village of Warwick, Village Clerk, 77 Main Street, Warwick, NY 10990 until 11:00 a.m. on July 11, 2024 for the Village of Warwick Well #3 Water Treatment Plant in accordance with Drawings, Specifications, and other Contract Documents prepared by Pitingaro & Doetsch Consulting Engineers P.C.

The project consists of the following:

  • Coordination with the Village of Warwick Mayor and/or his designatee.
  • Demolish the existing treatment room, chemical room, electrical enclosures outside the Caisson, and the electrical pole behind the existing chemical room.
  • Construct a new treatment room to house the proposed treatment facility, chemicals, and associated equipment.
  • Furnish and install an exterior single door for the Caisson.
  • Furnish and install an exterior door for the proposed treatment room.
  • Furnish and install a new electrical pole in front of the proposed treatment room.
  • Furnish and install overhead door.
  • Furnish and install floor drains to daylight.
  • Remove the existing well pump and furnish and install one (1) vertical turbine pump and all associated pipe fittings.
  • Furnish and install a 30 HP VFD for the well pump.
  • Furnish and install four (4) cartridge filter housings.
  • Furnish and install one (1) UV reactor, UV control panel, and associated wire and conduit.
  • Furnish and install two (2) 55-gallon chemical storage tanks.
  • Furnish and install the following instrumentation with associated wire and conduit:

One (1) flow meter; Two (2) turbidimeter; Two (2) chlorine residual analyzers; Five (5) chart recorders; One (1) pressure transmitter; One (1) radar level sensor.

  • Furnish and install a mini split.
  • Furnish and install a ceiling hung unit heater.
  • Furnish and install a manual louver.
  • Furnish and install an exhaust fan with gravity damper and bird screen.
  • Furnish and install 100 feet of ductile iron pipe.
  • Furnish and install a process control panel with associated wire and conduit for the well pump, UV reactor, metering pumps, and instrumentation.
  • Furnish and install 200 amp, 3 phase distribution panel.
  • Furnish and install proposed air compressor.
  • Furnish and install proposed electrical disconnects.
  • Furnish and install proposed interior and exterior lighting.
  • Furnish and install an antenna and associated coaxial cable.
  • Furnish and install an 80-kw diesel generator with weather enclosure and subbase fuel tank.
  • Furnish and install wire and conduit from the proposed generator ATS to the generator and the proposed distribution panel.
  • Furnish and install a shower/eye wash station.
  • Furnish and install proposed bathroom fixtures including sink, hot water heater, toilet, paper towel dispenser, and toilet paper rack.
  • Furnish and install end caps for sewer at location of future pump station.
  • Furnish and install SCADA panel.
  • The Village System Integrator will provide the SCADA program. The Contractor is responsible for the values back to the SCADA and is responsible for all preliminary testing of the proposed control systems. The Contractor shall return to the site, as necessary, to make repairs or adjustments until a fully functional control system is delivered at no additional cost to the Village.
  • The Contractor shall provide all labor, supervision, materials, equipment, tools, utilities, and incidentals necessary to complete the Work as specified in the Technical Specifications and as shown on the Plans.
  • This project is funded with New York State Financial Assistance and is subject to MWBE and SDVOB goals and additional required documentation.

Pre-Bid Meeting will be held at 11:00 a.m. on June 27, 2024 at the Village of Warwick Well #3 Water Treatment Plant, 1648 NY-17A, Warwick NY  10990. 

Bids will be publicly opened and read aloud at 11:00 a.m. on July 11, 2024 at the Village Hall, 77 Main Street, Warwick NY 10990.

The information for Bidders, Drawings, Specifications and other Contract Documents may be reviewed at the Office of Pitingaro & Doetsch Consulting Engineers P.C., 20 Industrial Drive, Middletown, NY  10941 and may be obtained at Pitingaro & Doetsch Consulting Engineers P.C. upon a non-refundable payment of $100.00 per set in favor of Pitingaro & Doetsch Consulting Engineers P.C.  If documents are requested by mail, provide your Federal Express/UPS number or add $50.00 per set.  All checks shall be drawn payable to Pitingaro & Doetsch Consulting Engineers P.C. and mailed via first class mail to 20 Industrial Drive,  Middletown, NY  10941—-  OR — these documents may be sent electronically for $25.00 upon an email request to Linda Kump at lkump@panddengineers.com.

Each bid shall be accompanied by an acceptable form of Bid Guarantee in an amount equal to at least 5% of the amount of the Bid, payable to the Village of Warwick as a guarantee that if the Bid is accepted, the Bidder will execute the Contract and file acceptable Performance and Payment Bonds within ten (10) days after the award of the Contract.

OWNERS RIGHTS RESERVED

The Village of Warwick hereinafter called the Owner, reserves the right to reject any or all Bids and to waive any formality or technicality in any Bid in the interest of the Owner.

 STATEMENT OF NON-COLLUSION

Bidders are required to execute a non-collusion bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York.

Attention of bidders is particularly called to the requirements relating to conditions of employment to be observed and minimum wage rates to be paid under the contract, Segregated Facilities, Section 109, and Executive Order 11246.  Bidders are also required to comply with the provisions of Sections 291-299 of the Executive Law of the State of New York and all other applicable laws and regulations.

The Village of Warwick hereby notifies all bidders that it will affirmatively insure that in regard to any Contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex or national origin in consideration for an award.
