VILLAGE OF WARWICK
ORANGE COUNTY NEW YORK
WASTEWATER TREATMENT PLANT UV DISINFECTION IMPROVEMENTS
Sealed, separate Bids for the construction of the Village of Warwick Wastewater Treatment Plant UV Disinfection Improvements will be received by the Village of Warwick, at the office of the 77 Main Street, Warwick New York 10990, until 12:00 pm (noon) local time on October 23, 2019, at which time the Bids received will be publicly opened and read.
The Project consists of constructing a new UV Disinfection system into the existing Chlorine Contact Tank. Separate Bids will be received for the following schedules of Work:
- 1G – General Construction.
- 1E – Electrical Construction.
Bidders, at their option, may submit a separate and independent Bid for any or all of the separate schedules of work contemplated under this Advertisement for which they are properly licensed to perform. All segments will be awarded separately, per the divisions of Work as described herein. Bid alternates may be included, as deemed in the Owner’s best interest.
The Issuing Office for the Bidding Documents is: Barton & Loguidice, D.P.C., 10 Airline Drive, Albany, NY 12205. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 9:00 AM to 4:00 PM, and may obtain copies of the Bidding Documents from www.usinglesspaper.com as described below.
Bidding Documents also may be examined at the office of the Village Clerk, 77 Main Street, Warwick New York 10990, on Mondays through Fridays between the hours of 9:00 to 3:00.
Complete digital sets of Bidding Documents, drawings and specifications, may be obtained online as a download at the following website: www.usinglesspaper.com under ‘public projects’ for a non-refundable fee of $49.00 (Forty Nine dollars). Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
Printed copies of the Bidding Documents may be obtained from REV, 330 Route 17A, Suite #2, Goshen, New York 10924 Tel: 1-877-272-0216, upon depositing the sum of $100 (One Hundred Dollars) for each combined set of documents. Checks for Bidding Documents shall be payable to Village of Warwick, deposit is refundable in accordance with the terms in the Instructions to Bidders to all submitting bids. Upon request and receipt of the document deposit indicated above plus a non-refundable shipping charge, REV will transmit the Bidding Documents via delivery service. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by REV will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from REV. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than REV.
Please note REV (www.usinglesspaper.com) is the designated location and means for distributing and obtaining all bid package information. Only those Contract Documents obtained in this manner will enable a prospective bidder to be identified as an official plan holder of record. The Provider takes no responsibility for the completeness of Contract Documents obtained from other sources. Contract Documents obtained from other sources may not be accurate or may not contain addenda that may have been issued.
CASH DEPOSITS WILL NOT BE ACCEPTED. ALL HANDLING COSTS (MAIL, DELIVERY SERVICES, ETC.) SHALL BE THE RESPONSIBILITY OF THE BIDDER.
Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security, as prescribed in the Instructions to Bidders.
The Successful Bidder will be required to furnish the additional bond(s) prescribed in the Bidding Documents.
In order to perform public work, the Successful Bidder and Subcontractors prior to contract award shall hold or obtain such license as required by State statutes, and Federal and local Laws and Regulations.
Bids will not be accepted from Bidders that have been barred from competing on public works under General Municipal Law 5A-103-b.
Purchases made by Village of Warwick are not subject to any Federal, State or local sales tax. Bidders shall not include in their bid sales and compensating use taxes on the cost of materials. Exemption certificates will be executed upon request.

An optional pre-bid conference will be held at 11:00 local time on October 10, 2019 at the WWTP located at the end of River Road, Warwick NY.
The Owner’s right is reserved to reject all Bids or any Bid no conforming to the intent and purpose of the Bidding Documents.
