Village Budget 2017-2018

I am pleased to report that the Village has remained compliant to the New York State Cap/Tax Freeze.  The allowable growth factor for this year is 1.15% and the total tax levy limit allowed through the Office of the New York State Comptroller is $3,304,387.  The proposed Village Levy is $3,303.551.

 

Some of the Budget Highlights for 2017-2018 include expenditures in the General Fund for increased security in Village Facilities and Parks, New Equipment including a new excavator, a Tool Cat with snow attachments, a paving roller and an LED Speed indicator sign.  Our paving schedule will include Campbell Road and Welling Avenue, South Street, High Street, West Street, and Parkway.  In our parks this budget includes pavers and materials to complete the Stanley Deming Park Gazebo, Pavilion, and walkways as well as the Veterans Memorial Park Pavilion parking lot and the McFarland Drive walkway.

 

In the Water Fund we anticipate a 2% increase in water usage rates which does not include service charge.  Some of the coming projects and expenditures included a multi-year improvement plan to repair spillways at the lower/middle/upper reservoirs, replacement of online analyzing equipment at treatment plants as well as comprehensive electrical repairs and upgrades and SCADA repairs for both plants.  In Transmission and Distribution the budget calls for two major value replacements, a new 20” E-drain valve at the middle reservoir, eight new hydrants, insulation for the water barn and purchase of a new mower.  Under engineering and design we have scheduled design of the River Street Water Main Expansion, a design to implement Well #3 and a Safe Yield Study.

 

In the Sewer Fund there will be an 8% increase in usage rates; this does not include service charges.  Some of the planned projects include purchase of a SCADA PC, a genset pump for the Homestead Village Pump Station, continued work on the collection systems manholes and pipe infrastructure.

 

A budget is a multi-month, complex process that includes direct input by all Department Heads, collating collaboration of information by the Village Treasurer and review by the Village Board for final determinations of expenditures.

 

I would like to thank all involved in the process especially Village Treasurer, Cathy Richards and Village Accountant, Michael Vernieri for their efforts and work for the residents of the Village and has helped create a budget that is fiscally conservative but allows for a maximum of municipal services.

On Sunday, Warwick’s Ecumenical Clergy and the Sesquicentennial Committee would like to invite you and your family to a special interfaith service to honor the 150th Anniversary of the Village.  The service will be at the Old School Baptist Meeting House Sunday, May 7th at 5 p.m.  The service will include music from various churches under the direction of David Crone, Music Director at Christ Church.  The Reverend Michael Otte will offer the sermon, “To be Good – for Nothing”.  All are welcome.
